2. Amendment CLP Regulation

Regulation (EU) No 286/2011 of 10 March 2011 amending Regulation (EC) No 1272/2008 was published 30 March 2011 in the EU Official Journal L 83 and entered into force 19-04-2011.

The implementation must be done for substances until 01-12-2012 and for mixtures until 01-06-2015. An earlier implementation It is also possible on a volutary basis. As of the a.m. dates products packed and put on the market in accordance with current regulations may be sold without the need of re-labelling etc.

There is an inofficial consolidated version of the CLP Regulation as well as a consolidated version with marked modifications.

Essential contents  of the amendment are

  • Introduction of a GHS hazard class for damage to the ozone layer instead of the present EU hazard class (new H420 replacing EUH059; new P502)
  • Introduction of H-phrase combinationsfor acute toxicity hazards
  • New subcategories for sensitizing substances/mixtures (and respective changes in Annex VI)
  • New provisions for labelling (pictogram dimensions refer to package size, not to label size)
  • New precedence provision: For flammable and/or toxic gases (GHS02/GHS06) the pictogram GHS04 (gas cylinder) my be omitted.
  • Lapse of Note H in Annex VI
  • Changed Annex VI entries for 4 substances
  • Minimal changes to the pictograms GHS07 (exclamation mark) and GHS09 (environment), see UNECE overview
